Description: This year we have again seen some significant developments unfold as government and industry alike try to grapple with the ongoing impact of digital technology on telecommunications, combined this time with a severe economic recession. The outcome of the New Media hearings, the debate over fee-for-carriage of OTA signals and the hearings on Net Neutrality will all have far-reaching implications on how the future business of telecommunications will be conducted. One issue that has the potential to leave a lasting imprint is the question of whether the Broadcasting Act should apply to ISPs, which was referred to the Federal Court of Appeal for consideration.
